Disaster~ 2) who's in charge?

"When a disaster is predicted to happen, what will you do? Maybe you will hear about the safety and the precautions mentioned in the mass media. Keep yourself updated about the hazards and prepare for the unexpected situation. Or maybe ready to leave your house to the nearest evacuation center? Just remember, no matter what you do ... do NOT panic!"

Indonesia is populated with over 200 million people living across a far stretched archipelago. They live in 1.9 million hectares of land; consist of 17.583 islands, which have more than 500 volcanoes, 128 of which are active volcanoes and 5860 rivers. Many of them are vulnerable to natural and man-made disasters.

The Indonesian Government has placed a degree of importance in managing disasters that often visit this country. They have established a coordinating body for natural disaster management named Badan Koordinasi Nasional Penanggulangan Bencana Alam (Bakornas PBA, National Coordinating Body for Natural Disaster Management). At the regional level, the counterparts of Bakornas PBP are the Satkorlak PBP (literally translated as Coordinating Unit for Disaster and IDP Management) at the provincial level and Satlak PBP (Implementing Unit for Disaster and IDP Management).

The basic duties are:

- Formulating and Stipulating policies in disaster management

- Coordinate the implementation and monitoring activities in disaster management

- Rendering guidance and direction on disaster management

Particularly during the time of “no disasters” Bakornas PBP is dormant. Its work is very much represented by the work of the Secretariat and thus its performance of Bakornas is very much measured by outsiders in view of the performance of its Secretariat.

Republic Indonesia has a prepared organization to cope with the ongoing natural disaster using the local resources however I think, disaster management in Indonesia needs support from space technologies in terms of hazard and risk mapping, early warning, damage assessment and rehabilitation to make things as under control as possible .

Disaster~ 1) actual meaning behind it..

Hi, I am back to campus again.. When I first reach Jogja, I am glad that the surroundings are still the same plus no major damage happened except for volcanic ashes still cover parts of my house yard.

DISASTER~ Emm, today I would like to discuss a bit about it. We know that volcanic eruption is a disaster. Tsunami is a disaster. A sudden earthquake is a disaster. But what does it really means?

sudden ecological phenomenon of sufficient magnitude to require external assistance - WHO

“ Bencana adalah peristiwa atau rangkaian peristiwa yang mengancam dan mengganggu kehidupan dan penghidupan yang disebabkan, baik oleh faktor alam dan/atau faktor nonalam maupun faktor manusia sehingga mengakibatkan timbulnya korban jiwa manusia, kerusakan lingkungan, kerugian harta benda, dan dampak psikologis.” - Undang-Undang No 24 Tahun 2007 Disaster Management in Indonesia.


From all the above definition, we can conclude that DISASTER is a serious widespread disruption; of the functioning of a community causing human, material, economic, or environmental losses which exceed the ability of the affected community to cope using its own resources.

There are many terms used in the concept of disaster which are:

1) Hazard - something that contain energy

2) Risk - probability that something negative will occur
3) Event - realization of hazard
4) Impact - contact between event and society
5) Damage - Negative result from the impact of an event
6) Change of social function - as a result of the damage
7) Disaster - when external aids are needed for recovery and make new changes
* it will only be an EVENT if needs NO external aids to recover!

The examples of natural disasters based on the origin:


1. Meteorological - Hurricanes, cyclones, tornadoes, typhoons

- Heavy rains, thunderstorms, floods, snow-storms

- Drought and famine

- Heat waves, cold waves

2. Topographical - Landslides and avalanches

3. Tectonics and tellurics - Earthquakes & Volcanic eruptions

4. Epidemics - Yellow fever, Cholera, Meningitis

5. Infestations - Locust invasions & Mealy bug infestation

A Big PAUSE!

I am sorry for the late update. As what we are concern, Mt. Merapi erupted for quite several days, until on 5th November, the eruption was at its highest. And in today's news, Mt. Merapi still erupting and shooting ash even though not as heavy as before. This was my first experience of volcanic eruption. I could hear the thunderous Merapi late that night, around 12-1 a.m. Me and my housemates could feel the windows and floor shaking. Frankly, I was really afraid at that time that i thought we were having volcanic earthquake. Suddenly the news reported that we were also having the gravel and volcanic ash rain that early morning.

The next day, we supposed to have a Guest Lecture and Clinical Audit Practical Session, but we had been told that all classes have been canceled due to the Mt. Merapi eruption. Area safe for the refugees then was changed from outside the 15 km radius, to the outside radius of 20 km from the the mountain. That morning, we also receive SMS from the committee that told all the Malaysian students will be evacuated to Solo.

On the journey to Solo, the chief of the committee again told us that we were going to be sent home (Malaysia) using the military plane. It took us 3days before we were sent by TUDM (Tentera Udara Diraja Malaysia), Charlie-130. I was relieved, yet sad at the same time as it was hard for me to leave Jogja. I studied in Jogja for almost 4years since 2007. Many good things, and sweet memories happened in Jogja. Now my body are in Malaysia, but my mind and my heart are still in Jogja. I hope it will stay as it is when I came back from Malaysia later. My prayer will always be with you!

p/s: I do not have internet connection these few days, but I will try to update my blog soon.

Allow me to introduce myself. I am Hanim Dzulbazlin Bt Dzulkiply, a Fourth Year Medical Student in Gadjah Mada University.



As a medical student, I have been thought about those medical diseases; what are the sign and symptoms, how to diagnose and what are the treatments for each of them. For this block however, instead of learning those things, we are going to learn about what happened "behind the scenes". Not only focusing about the medical problems but also includes the dealing process; from the health provider’s resources, the budget, payments, the management system and so on. Hmm, sound interesting right? I bet it is really is.


"Aiming your gun, n shoot~~"


That is what needed to kill a bird. Here, I am not aiming for just A bird, but TWO at a time. Confuse? Okay, let me explain further.

With one shot, I am not only; (i) trying to grab the chance to get an A in Block 4.2 examination (sure, who does not want an A) but also, (ii) to learn deeper regarding the block content; Health System and Disaster. By writing this blog, I wish to dig as many information as possible and try to share it in here, Insya Allah.

I really appreciate the wise idea of making contract, suggested by the block coordinator, Prof. dr. Laksono Trisnantoro MSc, Ph.D and his team members as this will be a new way in improving the marking system in our university. I hope, the challenge of this blog writing will be my booster in learning Block 4.2 effectively.

So,dear friends, let us make our doctors proud of us and give them an A as a gift, shall we? :)
